Elaine Goodman Luria is an American politician and US Navy veteran who served as the U.S. representative from Virginia's 2nd congressional district from 2019 to 2023.

A member of the Democratic Party, she is her party's nominee for the same seat in the 2026 election, a rematch against Republican incumbent Jen Kiggans, who defeated her in 2022.
